They claim there are too many of them therefore the best course of action must be no action at all. Then to prove they are doing something and that they are using the new powers the will need to get arrests and convictions somewhere. Hmmmm. As history shows us given a couple dozen 17 year olds from Cults with yellow pringle jerseys on and they get stuck right in.I have only contempt for GP and how they embarrass themselves at most home OF matches.
