I advocate the formation of something called Mink Island.

 

Use the Isle of Man or somesuch, and use it to deposit anyone found guilty of Gross Minkery.

 

Build them some lovely flats to live in, shops, cinemas, restaurants... give them an average budget... and see what kind of state the place is in after 6 months.

 

There should be compulsory re-education on Mink Island, though. Daily classes teaching them how to behave in public, how not to smash or steal other people's shit, and how to raise a kid to be a productive member of society.

 

The only way off Mink Island is to pass a test, proving they're capable of living with normal people.

 

Any recidivism and they're back there permanently.
