How did these accounts get past uefa supposed fair financial play regulations?

 

The chief exec said they would have broke even by cutting wage bill but concentrated on winning the league. It shows the gap, our figures are hopeless but they not only have more resources but can get away with posting 7m losses where as every other club would be put out of business!
