I thought in a shootout the ball was dead as soon as it ceased to go forward and that this shouldnt have been a goal. I referenced a shootout from Mexico 86 when France and Brazil played. In one Brazilian penalty the ball hit the post, and then rebounded and hit the French keepers back and went in. The ref gave the goal but I was sure it was claimed afterwards it shouldnt have stood because the ball had stopped moving forward. I was shot down in flames but wondered if anybody else had heard that rule before? Possibly is no longer in the rule book, assuming it ever was. Link to comment

Buzzard has it better: the ball goes dead as soon as it stops travelling forward - this certainly used to be the rule. So the famous one in the Mexico '86 shootout between France and Brazil shouldn't have been allowed to stand, and of course France went through to the semi-finals. *If that rule still exists* then the penalty on the video shouldn't count.
