At what point is it considered a 'punch up', though?

 

A headbutt?  A phantom headbutt?

 

 

Is a knee-high tackle considered an assault? Is a push on a defender to win an advantage in the box an assault?  Is a phantom push in the box an assault? 

 

What if you have a copper who's just a huge fan of, say Sevco, and his team are struggling a wee bit... and the referee awarding multiple decisions their way isn't helping.  Could said copper interpret a challenge as an assault and haul one or two of the opposition players off to jail just to win his side more of an advantage?

 

Wouldn't giving the coppers the power to arbitrarily march players off the pitch be MORE likely to incite a pitch invasion?
