Tam was perhaps wrong but he based his comments on the outcome of the investigation at the time which said that there was no racist language used.

Now that a review of the clip has been sent to an independent specialist who confirms racist language was used, Tam has done the right thing and apologised.

To try and make out it's anything more than that is pure nonsense and shit stirring.

I think it's more that Cowan was pretty relentless in calling out Bartley, who ended up being correct. 
 

There was no need for Cowan to get involved, Bartley was saying that folk were coming up to him in the street. 
 

The bit in bold appears to be what Cowan did.

In answer to your question, if they are a decent, respectful family then of course I'd be happy if they moved in next to me. If they weren't and were disrespectful then I wouldn't be happy. It doesn't really matter where they're from or the colour of their skin the same applies.
