Contract is with the folk who created the Hawk Eye system used in cricket and tennis. I would be happy to see this implemented as long is it didn't have any impact on the pace of the game. There are so few goal line incidents throughout the season, and this is only what "hawkeye" is coming in for, but it will take all controversy out of the "was it, wasn't it" scenario. Link to comment
