The likes of Falkirk have been left out as well, which is strange given their track record of producing young talent.

Yep St Mirren also saying they'd like to build up to it over time.

 

EDIT to add, there is a second tier that clubs like St Mirren and Dundee Utd are being accepted to. Seems its mostly about the depth of coaching and having things like indoor training facilities available.
