Opposition parties and various officials get advance notice of ministerial statements before the Minister stands up in the chamber to give the statement. 
It's normally no more than an hour's advance notice they get with an embargo on the document until the point the Minister gets to their feet to make the statement. 
Not sure of the timeline today in terms of the BBC reporting content of what was in the Budget statement, and Swinney making it. Did seem like BBC had it well before.

The Labour guy said the advance notice handed out didn’t include the info leaked.
